This is something I've wanted for a while now and while it may not end up included in Banks, it would be nice if I could just domesticate an alien race as a form of livestock instead of having to uplift and enslave them.

You're kinda missing the point. It would be nice if I could just take a pre-sentient species and turn them into food rather than having to go through the uplift and enslavement rigmarole.Every race gonna be space cattle in 1.5.. can set how you want each race in your empire to be treated. Nobility? No problem! Get 'em high! Slaves? No problem! Work 'em to death in the mines! Food? No problem! Serve 'em up with coleslaw! As for primitive species, i could be wrong here but I think if you land troops on their planet, it considers it an 'invasion' and they become part of your empire, from which point you can treat them however you want.
But the point isn't to eradicate them. =/ Ideally the point is to use them as a food source that doesn't piss off xenophobes (Because they're space-cows) and that doesn't contribute to the aggregate science penalty. (Because they're space-cows) Although perhaps that's why you can't domesticate them...You could just terrorform their planet to something else to eradicate them.
