No, Infrastructure is a state-level building and doesn't target a single province. For more info, watch this sequence (16 minutes in) of last week's WWW.
Infra is state-wide, forts are provincewide.

Only naval- and landforts and ports (not dockyards) are on an provincial level. There is no point in building infrastructure in an single province, since it would cost the same anyway. Think of level 10 infrastructure in an state as highways and railway lines etc going through the state.
Provinces are so smal it would make no sense to have major infrastructure difference between provinces. Like if you have a railroad going through a line of provinces, its neighbours would have atleast have decent infrastructure as well because it is not that difficult to transport stuff one province away from the railroad.
why airfield was a state building? couldn't we choose which province to build like a naval base?
