Whenever you launch a recruitment campaign through the decision menu, you have the option to either permit a small expansion of the SS, a large expansion of the SS or the recruitment of a few specialists only. The first two will upset the OKW, the latter will please the OKW and upset the SS. If the OKW is sufficiently angry, they will lodge a protest that you can placate by spending additional pp. If you instead choose to ignore it, they will grow increasingly angered and will eventually attempt to launch a coup.
