I'm playing a Mongolia game. I cannot form Yuan now because I need to own all Oirat culture lands, and because of the Kalmyk event there is now an Oirat province deep in Russia which I cannot get to, preventing me from forming Yuan and ruining the run. It's very frustrating.

The event changing the culture makes perfect sense. The better question is if needing all the land of the culture is the best design with this in mind.
That's fair. If the requirement to own ALL Oirat lands was removed (either entirely, or making it so you needed like six or so of them), that'd solve the problem all around.
