Looking around the map in 1234, from a 1066 start, I see quite a few hospitals scattered around. However, aside from the ones I built myself, none of them have any buildings. Then I spotted the following, which leads me to believe the AI might be incapable of building hospital buildings entirely:
It isn't a question of not having the funds, as the Byzantine Emperor is sitting on 3432 gold, ten times the amount needed to build the first building.
