You can no longer usurp a zero-province title like the Papal States, however you can still get it via event effects. As the King of Naples I had an event giving me a claim on a neighbor, who just happened to be the Papal States. I assume this can happen for other such titles like Pisa or Venice.

Maybe this had happened in my current game (1.03b from the beginning) , because Duke of Apulia had conquered Rome, and made the province into one of his own demenses. Since then there's no pope, and papal controllers don't get the cross on their portrait.

It's rather annoying!

The same has happened in an earlier game, (1.02, IIRC) but that time it caused CTD during savig all time, so I could not continue that game.

You can still Grab the uncreatable titles, I think it was changed that you can't usurp them, because it was seen as exploit. Usurp = Much cheaper prestige- and BB-wise than Grab.

This is a completely different thing. Rome is a normal province that can be grabbed like any count titles and then taken to your realm. It often dismantles Papal State, but I haven't seen any CTDy effects from this.

I actually often take Rome-province if I play a country in Italy, because it's the third richest province in Italy.

Logically, if there is Papal State, there is no Pope and no Papal Controller.

Are you able to claim Teutonic Order then? If so, will your sons still inherit, or will your Kingdom become the Order? That would be nice, since I would like to get rid of the Teutonics.
