I have subscribed to several mods, and they show up in the content manager okay, and I can highlight them, but there is no button to actually enable them. I have viewed several videos on how to use mods in the game. but they all refer to "enabling" the mods, which I appear to have no option to do. I can highlight them in the section labelled "Steam Workshop", but the actual "Mods" section remains blank no matter what I do. I'm not sure what I'm doing wrong. Here is a screenshot of the content manager showing my mods selected, but with no option to enable them. When I go to the Mods category, it is blank.

I assume you never bothered to check the several other categories?
Each mod you install, manually or via Workshop, will be listed in those categories. Go through each category and either enable each mod individually or use the "Enable All" button in each category.

The Opera House and Recycling Center are in Assets. The rest are in Mods.
Also, I noticed the 25 Tiles mod. There is one for 81 tiles (entire map) that you may also be interested in.

Try closing the game, unsubscribe from the mods, close Steam, relaunch Steam, resubscribe to the mods, wait for them to finish downloading, then start the game.

If that does not work, do it again, but before closing Steam, change the download server (click on the "Steam" in the top left, click "Downloads", and change the Download Region), then close Steam and reopen it.

I tried both of those, neither worked. I can subscribe to mods, and they appear on the "steam workshop" section of the content manager, but not in the "mods" section. Assets are fine, I can subscribe and enable those just fine. Just not actual mods. I even tried clearing the download cache. I'm absolutely at my wit's end.

You need to click the mod category. And check box the mods (the ones that alter game play) from there.

You subscribe first in Steam via the Web to a mod. (I suggest you favorite too so that you may add/remove at your leisure.)

Then, you enter the game's content manager and select mods and click to enable it. You can either sort and find it by name. Or sort descending by mods enable and find those not enabled. (Be advised some default mods are provided by the developer themselves.)

Beware, some mods can be added/removed to a game in progress; others will break your game if removed. Be cautious about what you add before starting a game. The problem is more with removing than adding with a game in progress.
