Can someone help me understand trade influence with Vichy France?

As you can see in this screen grab, I desperately need rubber (I'm Germany) and Vichy France is only exporting 14 of the 35 rubber requested due to "low trade influence." The problem is, I have maxed out their opinion of me and I have also used two spies to "control trade" so that my trade influence is now far higher than anyone else, yet they are still shorting me on the resource instead of others.

Why is that and how can I get my 35 rubber?

They main rubber source is madagascar,,
So if they rubber is export bouncing is because one of the follow:

- theyre convoy raided.
- theyre sea locked on mediterrenean.
- no convoys,.

and which year youre, and why so much rubber? germany have the most powerful passive bonus to rubber from refineries.

look: (im a over-organizer, i build refinerie only where have oil production, the schasen one come from focus)

The air models im using is replicas of pre-bba stats, there also 20 rubber spent on motorized production:

If one of those was the problem the UI would say so, instead it refers to trade influence which is a separate mechanic in which each country can only buy a certain percentage of another country’s exported resources

Sry i misread the question.

the mechanic seems a distribuition calculus.

So the only way to have monopoly is him have some trade influence, and the others have zero or negative.

As long the other have some trade influence, they will have some share.

Trade and trade influence is, simply put, wildly unbalanced and a mess. You would think that logical factors like ideology, distance, overall opinion, special modifiers etc would lead to you being able to buy more resources and others buying more from you…and yet this does not happen in practice even if there are technically these elements already in the game. I really wish this would get another look from the devs.

One last thing to try is to station a bunch of troops along their border and some of your ships on their coast…this will bump up trade influence again, and you can possibly get another chunk of the rubber you need due to it.

@marcelo r. r. is correct, distribution is proportional to influence. As every country gets 150 base influence, the 50 you get from the spy mission hardly moves the needle. Seems kind of pointless to me. One contributor that is not capped as far as I know is troops at the border. For every division (and ship) more you have at the border, you get +1 trade influence. (edit: missed Porkchop's message; what they said)

Trade and trade influence is, simply put, wildly unbalanced and a mess.
what annoy me its too many boucing.

Its seems that a slighter change in influence make the availiable resource change dramatically.

U notice it more when u playing a nation the need import steel from axis by 1942 and beyond.
Germany and Vichy France keep chaging availiability every day.
