Can someone explain where some of the values come from in War Exhaustion tab?

Where does The - 0.10 value for Italia and - 0.10 for Magna G. come from. I see they are regions in Rome, but can find no other screen explaining these values or how fast they decline. These two values have not gone down after several months.

They're from having raised your levies too long. You need to disband them or the war exhaustion is only going to go up and up.
