Can someone explain what suppression does in 1.9?

Before 1.9, the amount of suppression you had in a region determined the amount of partisan activity you would see there. But as far as I can tell, in 1.9 partisan activity is determined solely by the resistance %. I can't see the garrison's suppression among the modifiers acting on the resistance %. Obviously suppression must still be important since people are creating templates specifically to maximize that stat, but which calculations exactly does it factor into?

You tell the game which template to use.
The game takes as much divisions (in fractions, can be 0.05) as needed for garisson.
If your template has higher suppression, less divisions needed. (That means, less equipment needed, less manpower needed and less equipment and manpower losses.)

Not having garissons is increasing resistance. If you fulfil the garisson requirement you see no modifier in the resistance target. If you don't fulfil it you see a negative modifier.
(I think +40% resistance with no garrisons at all, linear to the resistance reduction of your occupation law.)
