So when when I conquer some African nation (as Spain), and go to look at autonomy, I find the following:
- All provinces are overseas and have a minimum of 75 autonomy. I understand this.
- Some provinces which are currently at 75% autonomy let me raise the autonomy (usually by somewhere between 2 & 8). I do this immediately to lower unrest.
- Some other provinces which are currently at 75% autonomy do not let me raise the autonomy, saying that they are already at the maximum autonomy.
What determines a province's max autonomy?
