History is a bad reference because Peace of Westphalia happened, not one side winning...

The protestant side together with Catholic France are usually regarded as the winning side. Protestantism becoming equal to Catholicism must surely be regarded as a victory, it's not as if the Protestants set out to rid the HRE of Catholicism, unlike how the Catholics set out to take down Protestantism.

Peace of Westphalia does not mean there was no winning side. But the Habsburgers remained emperors which is certainly not what would have happened if the Protestants had won a clear victory.

Dev*autonomy: would probably explain why OP did not get it from Bohemia.
Modifiers:
Being elector: medium strong modifier
Being protestant: extremely strong modifier (like more than factor 4 I guess)

Don't think so. While outside powers as sweden can become it, it is a lot harder than when you are a protestant elector. Being part of the empire could in theory be another factor... And OPs prussia probably has a higher military rating than bohemia.

League leader gets a score based on development, with modifiers based on being an elector, correct religion, and requires to be a certain amount higher than the current League leader.

Pretty opaque, so we'll look towards making it clearer on the league war screen.
