Can ruler designer be applied to save games?

I bought the ruler designer add-on, just to be able to play with some stuff.

The little icon shows up, but I only seem to be able to use it for the starting scenarios, and not save games.
Is this WAD?

If ruler designer doesn't work on save games, is there a list somewhere for all the trait codes?

Yes, you can only design your first ruler.
