Can replacement equipment be blocked to a unit that is in full supply?

As Japan, I have sent a pair of infantry to Ethiopia. My infantry are 100% supplied. It even says the next 472 manpower will arrive in 6 hours.

However it will not let the equipment be delivered to the divisions. It says "Reinforcement blocked: no supply from the capital".

My German buddy has 2 units in Ethiopia as well and his units are reinforcing equipment just fine.

Hey Bitmode thanks once again. Inconsistent is right... Considering the German troops are having no problems getting equipment and our troops are in the same exact province. Weirdest thing is how the manpower is getting to my divisions but the equipment is not. My new troops must be showing up naked with nothing to fight with.

I hope they fix this with the next big release. It is not that big of a deal in Ethiopia but I can see this being a bigger problem in Spain.

Can't Japanese supply be traced through the Manchurian ports through neutral Russian territory and the middle east as well?
In order for a trade connection to be established oversea with a landlocked nation, as would be the case with Japan to Ethiopia via Manchuria, the origin and destination ports must be connected respectively to the sending nation's capital and the receiving nation's capital via friendly territory. They can't be connected to the capitals via neutral territory.

Notice that as Japan in 1936, you can trade via convoys with Mongolia because Manchuria is friendly territory. But you can't trade with Sinkiang (nor with Ethiopia for that matter). Or as UK in 1936, you can trade via convoys with Tibet because British Raj is friendly territory. But you can't trade with Xibei San Ma.

Does that make sense? That's just my understanding and I could be wrong.
