I've been top for hundreds of years across multiple games now and never been the controller. Am I wasting my influence? Can we not become controllers? Seems a bit silly to ask after so many games but just seems weird even if it is just chance.

Player for sure can be papal controler, but I also had an impression that it's extremly hard. Though it might be confirmation bias. Also, the notification that You became one are off on default I think, so that doesn't help.

From my experience, the point expenditure in trying to become controller is never worth it. Just save up a bank of Papal influence so it's available whenever you need a quick boost to stability or legitimacy.

It's much more random. In previous patches it was possible, if you were big Catholic and rich, to take control of the cardinal game and ensure you would get Curia just about every time. Now, invested influence makes it more likely that you'll control the Curia, but you're always going to be one of multiple contenders.

Catholic countries in EU4 follow the inverse ninja law: the fewer Catholic countries there are, the better it is to be one.

The dream scenario for Catholicism is to be a super Spain with Religious ideas that has absorbed all remaining Catholic countries except the Pope (France/Scandinavia/etc can remain independent, as long as they are all Protestant/Reformed) and has somehow won the HRE religious wars for the Catholic side, with several reforms already passed (not Erbkaisertum). That way you are Emperor by default for the rest of the game, with a permanent triggered modifier just for following the 'winning' religion, near-continuous control of the Curia so that most of your abundant papal influence can be spent on boons, and a great CB on everyone.

I think it is an improvement

Before that any time I played a big Catholic Nation I usually ended up Papal Controller after 100 years or earlier and then never lost it again
Now it is possible to remain PC if you are really powerful but it is not a given

It would be nice if Papal controller bonuses was based on how many catholic countries their is because who would care about that you are the Papal controller as the only catholic nation left.
