I'm trying to do a capital shift and the game is telling me that I can't move my capital when there are rebels around in the country. Which would be fine, except there aren't. There are absolutely zero rebel units anywhere in my world empire. I have some moderate revolt risk in a few provinces. WTH is going on?

Have you checked if you have some leftover rebels pushed outside your borders?
Apart from that, is your stability at +3? Iirc this is needed to switch the capital, but the error message might be incorrect.

I forgot that stupid Mali started a rebellion in an island like 15 years ago. I killed the rebels but apparently didn't finish the siege. So, my bad.
