Hi everyone,
Here is my problem: I can't seem to be able to "civilize" Luba in the game I'm playing right now (VIP 0.31). I met all the requirements, in techs, prestige and millitary score, but that doesn't do it.
I know the "ministerial government" invention must have fired, but is it possible it won't in a twenty years span? Have I done something wrong?
Note that its not the first time I bring civilization to Luba, I've been successful in another game using VIP 0.2.
