Is there a way to switch between naval doctrines at the beginning of the game (e.g. from trade interdiction to fleet in being) or at a later moment?

I think you can switch up as you go, but then of course need to start researching from the beginning. I think same goes with land doctrines where you have to choose between docrine A or B. So basicly going down Modern Blitzkrieg and when things go south maybe swapping over to desperate defense for example.
