Can Native Councils upgrade Centers of Trade?

I'm playing a game as Sioux and when I go to the buildings tab, the "Upgrade Center of Trade" button isn't there. I've noticed other tribes seemingly upgrade their Centers of Trade, so it seems like I aught to be able to as well. I wondered if maybe since the native buildings tab shows a different set of buildings and has a slightly different layout, the "Upgrade CoT" was missed as an oversight. Is there a button or hotkey for this I don't know about or can native government nations really not upgrade Centers of Trade?

If you have those native special buildings you can't upgrade a center of trade since it's not even on the interface.

EDIT: there are events that raise the CoT level though so that may be why other natives have them.

This is event colonial.19, it can't happen to the natives because one of the requirements is
owner = {
stability = 1
has_institution = feudalism
}

AI doesn't use interface so upgrading CoT is a bug or everyone should be able to upgrade and this is missing for players.

That's what I was kinda thinking that it must have been a bug for the AI or an oversight for the player.

I'm in 1506 or so and there is no Feudalism in sight, so it couldn't have been from the colonial.19 event. I've messed around with console commands previously and found out that a Primitive nation could upgrade Centers of Trade if they had a non-Primitive subject. This and the fact that the AI Native Councils seem to be able to upgrade Centers of Trade leads me to believe that the Upgrade CoT button should be there in the Native Buildings interface but just isn't. Could a dev confirm if this is WAD?

Natives can have feudalism.
