To be honest, I don't see why 30 fps on a 2D-ish game is needed at all. I understand that not everyone would stand playing Armored Warfare on 16 fps like I do (512mb mobility radeon, yikes), but a board game?
Any game is basically unplayable below 30 FPS. While you may not be playing a first person shooter, it would still be insanely frustrating to be trying to draw battle plans while keeping tabs on production and research and diplomacy, even with a "board game".
