Can land based air participate in naval battles?

Just wondering, if the object is to pull off a sea lion against Britain you'll probably want some sort of surface navy to contest the channel. But would you use battleships or carriers for your capital ship component? Just assuming that carrier fleets will have an edge against battleship fleets I would go with carriers, but since the battle would be close to land air bases anyway, wouldn't that be a waste?

So I guess it boils down to whether land based air will be able to participate in fleet battles, is there any info on this yet?
Also, if the answer is yes, would that mean it's feasible to just build screens to engage the RN and then let the air force do it's thing?

As far as I understand land based aircraft can take place in naval battles.

As for the fleet composition I would have BB so they can offer shore bombardment to aid the landing troops. I would think you would want pretty good air superiority first though or you're going to have some expensive naval loses.
