I just noticed while playing as Kingdom of Denmark the option to swear fealty isn't present on the diplomatic screens for either of the existing emperors. Is this a new feature? I don't really mind because it does make sense, as long as de jure king-tier vassals can still swear fealty to emperors.

as far as i can remember kings could not swear fealty to anyone in this game, including emperors so i would not say it is new. of course i could be insane

Kings can only swear to their de jure emperors I believe.

True, a character can only swear fealty to his de jure liege. I am not sure, however, about a duke swearing fealty to his de jure emperor.
This makes playing the Duke of Northumberland in 1066 and trying to swear fealty to Harald Hardrada a pain in the ass (all the sieges he wins, he keeps the holdings).
I think you should be able to swear fealty to somebody who is at war with your liege for the primary/highest title. So, since Harald is at war with Harold for England (my de jure liege title), I can support Harald in his claim.

That'd be quite nice.

I believe you can swear allegiance to an Empire tier title if you're a duke though, de jure or not. Maybe that's changed. I do know that you can swear to your de jure liege and skip out from under your de facto liege's thumb. I've done it a few times as the Duke of Flanders.

You can definitely swear fealty as a king. You just have to make a kingdom in a de jure empire your primary title. So if you want to swear to Byzantium, the easiest way is to form Sicily. Swearing to the HRE is more difficult because it usually holds its de jure lands, and the reason you're swearing in the first place is probably to avoid having to fight the Empire.

Anyway, you can totally cheese the game by beginning wherever you want, amassing a bunch of territory, forming the Kingdom of Sicily, swearing to Byzantium, turning yourself Greek Orthodox and eventually making yourself Emperor. A good candidate is William the Bastard with a claim on France forged before his invasion of England is over. Invades England, claims France, Holy War/forges claims on Sicily and joins Byzantium. You can even stay Catholic... until after the Pope gives you permission to invade the HRE. After you've forged a claim on Byzantium, of course.
