All im saying is that the Vatican and what it was, was used at the time as a tool to be the intermediary to European politics and represented European powers. Unless you had the power to subjugate the collective Catholic states, they would never accept it.
And even if they were in a position momentarily where they had to pay lip-service to the sub-saharins, they would look for every possible opportunity to break away from it.
Sub-Saharins accepted in the Vatican, which still holds legitimacy over European Powers, to the point where they dictate to Europe how they should treat the Sub-Saharins is laughable.

No hindsight needed. It's what the Vatican was to it's core that would prevent it from doing the silly thing like allowing sub-saharin representation.
If anything, the Vatican would try to label the Kononese 'heretics' and have them burned at the stake for daring to talk about the holy scripture while they unite Europe and all the good Catholics to fight them.

Places in North Africa i can under stand. But Sub-saharins, plz....
And this is based on what, exactly?

A noobish question. Nations that originate from somewhere outside Europe but shift their capital there and have Catholic religion, are they allowed to have cardinals and be Papal controllers like every other Catholic in that continet?

You don't even need your capital in Europe. You just need European provinces. I had 7 cardinals as Japan by 1600 after conquering through the Caucuses region + European horde territory to use Genoa to westernize + go Catholic (I first became animist).

You can do the same thing as a new world nation (colonial or otherwise) by conquering into Europe, even as Inca I had enough for multiple cardinals by 1600 had I gone catholic for example. But in the new world, the treaty of tacos will screw you royally (you can't get papal blessing and CNs will make your colonies violate). Someone like Kongo absolutely can pick off England, Portugal, or elsewhere and get cardinals without even moving the capital though, and having access to something like a French alliance after snagging a European island w/o a fort leaves you potential for quite the early nastiness + cardinals.
