I disagree. There is a balance to be found.Surely it is better to build all the CIC you’ll ever build before building any MIC.
The sooner you put an MIC into service the sooner it starts production and the sooner it reaches full efficiency. If you build only MIC, as many advocate, then the rate of them gradually slows down depending on the rate of consumer goods (and the need for more imports). If you build nothing but CIC for a year or two then you are missing too much production time. Balance is important.
I build enough CIC so that the rate of my MIC construction does not slow down. This includes some CIC to cover imports. Once I am approaching the time when I will start gaining CIC through conquest then I stop building more. This varies depending on the nation you are playing of course. As Germany I said that I keep CIC in the rotation until the end of 38. That is because I never play such that I allow Germany the easy way out by conquering a few countries at the beginning of the game. I follow the historical track more or less. By mid to late 38 Austria and the Czechs have given me enough extra CIC to keep my military expanding at a steady rate.
