Can I tell when a country (say, USA or SU) is about to go to war with me?

Like in my current game. I crushed the SU, France is down, Spain is down (my puppet), and I'm about to Sealion the UK. I figure after I sealion the UK I'll start looking into attaching Canada/US accross the atlantic.

But I was the U.S out of the war till their time comes. i'm been giving them money to bring them to a favorable relations with me. But even if its at 200 might they still attack me out of the blue? Does having the better relations even possibly delay their declaring war on me? Should I watch the "beligerance" number, which I don't think I can directly control? Does that number give an indication on how likely they are to declare war on me?

When country declares war on you has often a random component, therefore you cannot tell precisely when it will happen.

Gifting them money does not increase relations. The "infuence nation" mission does increase relations, but it does not increase the amount of the money the influenced nation has.

Well, if your belligerence reaches 3 digit numbers the likelyhood to be declared war on increases a lot. Keeping it at the low two digit numbers reduces the likehood.

Liberating nations helps to reduce belligerence. Unputteting a puppet reduces bellligerence. Having a puppet however helps to reduce belligerence every month as puppet and master share a common belligerence pool. If you have 19 puppets and all puppets and yourself have exactly the same minister types, the same ideas and the same sliders, than your monthly change in belligerence will be twenty times compared to not having a puppet. Watch for ideas and ministers that increase or decrease belligerence. It works both ways.

Yes puppeting is a no brainer in AoD. The only down side is dissent and the effect of this is primarily short-term.
