can i still make empires?

i took a break from crusader kings 2 an i knew i could form empires but now i cant. did they take it out or am i just a noob?? :glare:

There are several you can form, Brittania, Scandanvia, Hispania and Russia. May be a few others, just click the shield icon, it will tell you if it is de jure empire or not.
