Steam allow share game libraries so you guys can share but while you are playing anygame using steam your brother can't access your library so plan your schedule and you should be fine.

There is no direct LAN mode. All games have to be joined via Paradox Servers. Stellaris is a realtime game. Hotseat does not work so well for it.Why not play hotseat coop? Last time i played multiplayer - on heroesmnm2 i played hotseat. What worked back then works now as well
