Can't find a final answer, me and my brother live in the same house (same network), we would like to play a LAN game (IK there is no LAN) but we are not going to buy another copy of stellaris, is there a way to do that?
Can I play with my brother if we have the same copy?

Oh I see what you mean. The problem isn't that I can't affor it, but that my brother doesn't like this kind of games like I do. Most likely he would play few hours before quitting. Aside this, I don't see why I should buy 2 copies of the same game in the same house.
Steam allow share game libraries so you guys can share but while you are playing anygame using steam your brother can't access your library so plan your schedule and you should be fine.

You forgot to say IN THE SAME HOUSE. I wont play with my brother and other players on the net, just with my brother in the same house.
Can't see that working, unfortunately. You can get around most license shenanigans if all you want to do is share it between family in offline play, but you can't have two copies of the same game with the same license play online at the same time unless the developer allows it - which they don't, the license key was made specifically to avoid this, after all.

I can play Stellaris both in my house and anywhere on the road from one of 4 different machines that I regularly use. I can also loan out my steam library to people half a country away, in a completely different house, to let them play. Technology has so dramatically changed the landscape of gaming that what was once a significant point is now sorta meaningless.
There is no direct LAN mode. All games have to be joined via Paradox Servers. Even if host and client are in the same physical Network.*
That also means you need a internet connection and a valid copy for the host and all clients.
The game is unfortunately optimised for the current realities of Multiplayer - where the client and hosts usually reside behind different routers and thus need TCP hole punching all the way. It also allows a very high reliability License check for Multiplayer.
Paradox could have allowed direct LAN play. Indeed it LAN play is the requirement and testcase for any Online Multiplayer - including TCP hole punching.
*The actually communication might not need the internet in that case. This goes into implementation details of the Networking communication. It might even rely on Steam functionalities to enable Networking through NAT barriers.
I like to compare things with going to the cinema. Have you done the "going to cinema equotation"? I don't know where you're from, but here where I'm from one(!) ticket for the cinema (incl. Snacks, Drinks, 3D extra charge, etc) is about 15-20 €. For a merely two hours of entertainment from which 0.5 hours are ads...
So if "a few hours" >= 3 and the game is on sale, you're most probably green in "money for entertainment" terms. And if "a few hours" < 2, you can have a refund on steam.

Why not play hotseat coop? Last time i played multiplayer - on heroesmnm2 i played hotseat. What worked back then works now as well
Someone is going to be very disappoint when they go to the Car dealer to buy himself and his brother a car(s) for their "ONE" house. 
No , steam family sharing works but not for multiplayer or unlocking forum goodies.
Stellaris is a realtime game. Hotseat does not work so well for it.
While you can change the empire you are playing, the other one will be taken over by the AI.
