Basically, if you have CORE installed...

You can play Vanilla HoI (without using CORE), but, you cannot play CORE (without using Vanilla HoI). As far as I know, all CORE files are in separate directories, not affecting Vanilla HoI one bit, so you can play HoI and CORE.

One thing you cannot do is to install another mod that overwrites Vanilla HoI, as CORE needs to use Vanilla HoI files (but as I said earlier, Vanilla HoI doesn't need CORE files).
