Can i immigrate my colony minorities

Im playing the game for a while but when i start to send my national culture POPs to my colonies i noticed that my precious labor force gets little and little an a communist revolution gets sucsessful so with the comunist party's full citizenship i try to convert my colonial minorities to clerks and craftsmen and wait them to go homeland to fuel my Industry but they wont do it(and I of course make them unemployed) so is it possible to emmigrate them or its just a dream

Not sure i understand but:

POPs will never migrate into Europe, only away from Europe or migrate within Europe. So in case you are a European country that is likely to be your problem.
