I have a vague memory, from the last game i played on Revolutions which was about a year ago, of spending my research points on buying tech off other countries. however, i cant for the life of me work out how to do it in my current game. i even allied with france (yes, france!) in order to try to buy tech off them, since i have a surpus of about 15, and theres presuambly something you can do with the surplus of research points?

thanks a lot in advance to anyone who can answer this. even if its to tell me i'm an idiot.

straight after i posted this, i remembered there's a wiki :eek:o and it confirmed what i thought - trading of tech etc is done through open negotiations. now i realise that the reason i couldnt work out what to do is because there is no open negotiations option on my diplomacy menu! can anyone enlighten me as to why? i'm playing as the confederacy, if it matters.

If you have negative prestige if I remember right and if you are a vassal you can't have open negotiations - but I have not played for quite some time
