I'm afraid I didn't get your last post Epaminodas, but I did read it.
I still think there is some kind of misunderstanding between us.
It's not like I'd love to see 0% trade eff as something natural and expected. Quite the contrary, it would be extreme situation with overwhelming advantage of one side and almost absolutely destroyed fleet from the other (with the pitful rest of fleet who survied blockaded in the ports). Still, it would be achievable.
If I could do any changes concerning sea trade efficiency in the code of DH, then it would be something like this:
1. everything stays like it's now (trade blockade is up to 50% only)
2. implementing extra diplomacy option, for example "declare blockade against" which would allow (of course still depending of the size of fleet and its placement etc) further drop even to
theoretical 0%.
Such option would cost us some diplomatic repercussions though: belligerency hit, bad relations with neutrals who're trading with blockaded by us enemy, maybe even interventionism slider move for them - resulting with extra possibility to make them join enemy alliance.
