Can hordes vassalize other hordes?

Qara Koynulu has 3 provinces and when I occupy them and demand vassalization they accept. After all this they are still independent.

Is this a bug or can hordes not vassalize each other?

I think you need to consider what the OP is actually saying before posting useless info.

He is saying after they accept being a vassal they aren't shown as being a vassal and thus still independent.

NSXGTA I think I seem to recall running into this problem way back. I think it is in fact a bug that was somehow overlooked.
