Who is this new Free City? Is this Bayreuth? Or Bamberg?

The flag seems to be of the Burgraviate of Nuremberg, which was extinct in 1440 (divided into Ansbach and Bayreuth) and it was a distinct entity from the Imperial City of Nuremberg.
Notice that the entities in the free cities and in the princes tab are displayed alphabetically, in this case whatever it is name is between Memmingen and Regensburg, Nuremberg makes sense but again this flag is not of the imperial city.

Seems to be, wiki uses this flag for the Imperial CIty and most references uses this

This despiction from 1605 despicts this coa/flag (5th)

But interestingly this one from 1520 despict the flag of the Burgraviate (can't read well, I think it says Nurnberg?) on the left side (between 51 and 52)

It happened at some point, during or after "Emperor" DLC, I can't quite remember. From that moment Electoral republics are a thing too.
