I always kinda thought that it was odd that whenever you take over a province with a fort, that the damaged fort would be repaired back to whatever it was, even Level 10 forts 
I'm not actually sure if that was even a thing in the war. I don't recall an attacker ever rebuilding a fort after capturing it, probably because it requires a lot of manpower and resources to repair, which those resources could be used elsewhere. Besides why would they repair the forts when they (i.e. The Allies) were on the Offensive.
I think what should happen, instead of automatically-repairing forts is that the forts lose a certain amount of fort levels (i.e. A level 5 Fort being reduced to level 1-3 Fort) and you could only get recover the lost levels by manually repairing it or building additional forts levels.
In HOI3, it becomes pretty annoying when say, you're Germany, you have taken over a province containing the Maginot line after a costly battle, reduced the Fort Level 10 to 0, then pushed back, and then the French automatically is repairing a fort that was UTTERLY destroyed back to its original state
