I want to start a game in 769 and be of the Suomensko religion (or Slavic if needed) and be able to form the Scandinavian Empire. I don't want to be Norway or Sweden. I know I could be Finland but they start out soooo weak which is why I was looking further South for a slightly more developed group I could be. But I know a lot of those countries cannot actually form the Scandinavian Kingdom/Empire.

Anyone know? Is there a list somewhere that shows who can make what kingdoms? Or can anyone make any kingdom now and that old style of rules went away a year ago?

seriously i think you have to own more than 51% of de jure empire territory to form it, like a kingdom
You need 80% for empires.

According to the wiki, the AI will only form Scandinavia if it has the correct culture (either one of the Norse ones or Finnish), but no such requirement exists for the player.

Even if it did, on the way to conquering 80% of Scandinavia you'll probably be able to get your hands on a province of one of those cultures in order to convert.

I am so glad that it's not a player-requirement, but one of my first Islam games after I got the expansion, I started as Granada, spread out to nearly all of Spain, then realized I couldn't make the Empire of Hispania because I needed two Kingdoms. All of the northern ones required Religion Catholic, so I had to find a weak claim female to (iirc) Galicia, the only remaining kingdom, marry her, and then assassinate the reigning King until I could place her on the throne. Then, protect her until we had a son come of age, at which point I assassinated her, died, and the two crowns were merged. It was actually really fun to play and style out, but for the most part restrictions are just stifling.
