Can Colonialism Spawn in Lae?

Attempting TTM. Can Colonialism spawn in Lae, or better to move to Manila first?

EDIT: To explain what's happening: I'm playing as Ryukyu and trying to spawn Colonialism. I already discovered North America. The only thing remaining is to move capital away from Okinawa. I heard that Lae is a great place for capital as it allows you to trade company everything. However, one of the reqs appears to be for the province to have a coastal center of trade.

If I'm reading it right, the capital does not need to be a center of trade; you just have to own one. The capital just can't be on an island (one province island). I was told Manila works, but just wanted to double check on Lae. Its 2 years away so don't want to mess it up now...

Just realized one of the reqs is capital has to be in Asia, Africa, or Europe. Oceania doesn't count and Lae is in Oceania. So NM. Manilla it is.
