Never mind, found a topic for it here. Seems these aren't supposed to be normal clouds, but fog of war. Would be nice to have non-moving fog of war, these moving shadows always make me want to zoom out.

EDIT: Renaming fogofwar.dds to fogofwar.bak in map\terrain seems to work.
