You're going to have to put in some political effort to switch your ideology, as you need to build support for that ideology. That said, if you're willing to go for it you can change the ideology of pretty much any country you play. When it comes to the focus tree they are definitely designed with a certain ideology in mind, and certain branches of it may be blocked depending on your ideology.
Most, if not all of it will still be open to you, though.

Oh yeah, that's right. If you work to upset the internal political balance in a country when the world is on the brink of the largest conflict in human history, chances are people in your country will have a bit of an argument. Maybe even throw a few punches/hand grenades.
What happens as far as Britain's colonies if England turns fascist?

faction members are generally none too pleased when their faction leader changes ideology
Also, this doesn't make sense. Look at a case study: the USSR. Upon the death of Stalin, the USSR went in a very different direction, however the majority of their "faction" members (other than China and Albania, who split off) followed the USSR and supported their change in ideology. Relations between Hoxha and Khrushchev, and between Mao and Khrushchev had been on the decline since the death of Stalin (since Hoxha and Mao were still Stalinist). Perhaps instead, your faction members will either support you or have a higher chance of breaking off, depending on their relations with you and if they change to your new ideology?

It's not so far-fetched either! Historically part of the country could have broken off and been puppetted by Germany. There is also photographic evidence of SNP leader Arthur Donaldson meeting with Nazi officials and youths, and supposedly prominant members of the SNP at that time were caught by MI5 with stockpiles of German weaponry preparing for some fascist uprising which lead to arrests and imprisonment.

http://www.scotsman.com/news/mi5-file-links-former-snp-leader-to-nazi-plan-1-1103305

For the sake of British nationality unity during the war and aftermath; details surrounding this plot were not fully disclosed by MI5 until 2001 (even at that, there is still little information). But I believe historically this is the closest Britain got to a fascist uprising.

Let's run a sweep on how long it is until the cybernats soil themselves and invade the forum.

The USSR may have changed from Stalinist, but in the grand scheme of things, they were still communist. The Eastern Europe communist governments were never quite as radical as Stalin, so this was more of a move towards them in this case. Whereas, on the other hand, if the USSR were to suddenly change to a Fascist dictatorship, it would be a whole different story. Also, the Eastern European states were all Soviet puppets. If they decided to break off, they would get invaded and crushed.

What I'm trying to say though, is if the USSR went from being Stalinist back to Leninist, the majority of the eastern bloc shouldn't be upset by this. I suppose we will have to wait and see how it works in-game :)

In this game a major country "changing ideology" means moving between one of the three: communist, facist, and democratic. These are all major changes, I don't believe there are more subtle changes in ideology except through maybe different leaders or through national focuses, but that's not what we're talking about here.
