I've read a little about paras in AARs. I assume brigades can be attached to para divs, but can those brigades make airborne assualts?

Paratroop units are separate divisions. There is no 'small scale', meaning sub-division levels of paratroops.
Drop a paratroop division in an occupied province and it's a battle AFAIK.
