Can anyone spawn their own ship_designs using add_ship?

I've been trying to use the add_ship command to spawn my own science- and construction ship designs and I've been unable to do so. I tried putting NAME_ in front of the design name as that seems to be what you need to do now but it doesn't work.

Has anyone been able to spawn their own ship designs since Overlord has come out?

if that doesn't work just use a slightly longer route

instant_build
max_resources

then just build whatever ship you want instantly and not worry about resources

That works in other cases but not in mine. I want to spawn a ship in a system that I don't own.
