How long have you been in the top 3? Maybe wait for the monthly tick?

Did you get it after you've embraced the institution? That's the only thing that I can see which might have affected it even though you were #3 without it. If so, I don't think it should have any bearing on the mission, if you have the requirements without the institution embraced, so maybe you should make a bug report about it so that the devs can take a look at it.
