I thought that the 'base value' of a good produced in a province was directly dependent on the 'production development of that region + eventual bonus given by manufactories.
But comparing the production of diamonds in my province ,Siena, with an indian province I had to come to realize that there are other factors unknown to me,
My province ,Siena has : a production development of 23 (50 in total), has a Mill which gives +1 production, an a 'local diamond district modifier ' which gives an additional +.5 good produced as also has a Counting House.
Indian province of Golconda has: a production development of 8 , no Mill and no Diamond district and only a workshop vs the counting house in Siena.
Considering the lack of Mill and diamond district bonus and the huge difference in production development (23 vs 8) I
thhought there would be a great difference in the 'base value of good produced.
And yet the difference is minimal: 6,1 vs 5,6.
Why?
