I play as Venice (Merchant republic), I tried to diplo annex Ragusa (OPN).
I gift them enough gold to have +200 relation, I ask them to be my Vassal, they accepted at first try
Now when I move the mouse over diplo annex I see the list of precondition and I see I must be in personal union!? This is of course impossible with a republic.

Is there a way to diplo annex playing a republic?

It's possible. You either misread it or the tooltip is wrong. The requirements for diploannexation are:
target being a vassal
target having 190+ relations with you
you being at peace
you haven't diploannexed another vassal in the last 10 years

I also thought you had to be the same religion, or does that not matter?

I have to admit, I also thought you had to have a Royal Marriage, but not if what is said above is true...

Strange, I just relesed Ragusa from Croazia, so Ragusa is my ally and with few gifts Relation +200
I went straight to the diplo-vasallize button and it was grayed; tooltip says I shall have Royal Marigae to diplo-vassalize !?

I thought I did it in the past, possible now a republic can not even diplo-vassalize?

Diplovassalization =/= Diploannexation

Diplovassalization requires a royal marriage which republics can't have (with the exception of noble republics) so you're right that republics can't diplovassalize other nations. They can however diploANNEX other nations because that doesn't require a royal marriage.

so the only viable strategy is War-vassalization -- gift gift gift till +190 -- ask for diplo annexation

sound a bit odd the royal mariage constraint on vassalization though

Thank you, that explains something else I was having trouble understanding. War is the way if you don't have a monarch then basically.
