Can a genocidal empire make a vassal?

I was planning to try out an empire with feudalism and fanatic purifies.
But when I looked up in the wiki it said that genocidal empires can not make vassals.

Is this true? I was planning to purge the galaxy and build a feudal empire with a lot of vassals.

I force spawn a fanatic purifier empire of my main species so I can have xenocide friends and they will accept protectorate/vassalage when you overwhelm them in power.

I don't know if this can work the other way around.

Actually seems like an oversight. Fanatic Purifiers that start as Lost Colony are actually able to conduct regular diplomacy with their parent nation, although the parent nation will despise you and accuse you of ruining the reputation of your species. Don't see why they shouldn't be allowed to form vassals

I don't know how far it goes, but I believe the AI sometimes loses the Fanatic Purifier civic by embracing an ethic faction shift. This disabled the civic in the same way Barbaric Despoiler can be disabled, which then leaves them able to become a vassal.

I don't know if the player can do that, but if you can I assume that you get vassals, but I also assume that if you got a vassal and then turned back, the -1000 opinion penalty would spark a revolt ASAP.

FP should (and are?) be able to form vassals by releasing a sector. As long as a nation is made from their own species, they have no issue with them existing.
That was my plan. Kill all Xeno's and then release the sector as a vassal.
This way I will not get so much micro management.

That doesn't work, genocidal empires can't release sectors.

Afaik, Crisis CB and same-species empires - or other Machines as Exterminator - are the only ways to gain Vassals for genocidal empires.

Yeah I wanted to play the same flavor empire recently and was pretty upset that I wasn’t able to. You should be able to create cool genocide buddies to hang out with. Ideally, I’d like to murder all the aliens than release a bunch of the galaxy with my species and form a new ‘pure’ galactic community. It’s be nice even if you and all your genocide buddies could drop FP and the forced xenophobe ethics after all aliens are purged. Like mission accomplished, let’s lay down our arms and focus on new things.
