Nope, i was Ayutthaya, controlling entire Indochina and Burma, so definitely they had the access. And i was fighting Orissa, who bordered me.
Just imagine 1100+ dev tributary Ayutthaya with all of Indochina, Burma, and Moluccas, regular Ming, and Orissa that's bordering Ayutthaya in Bengal. I finished the playthrough.
