We still probably got at least a month before SWMH is up to date, so in that time I figure it'd be a fuuuuuuuun idea to get to work compiling, and if needed compatching, all the various submods made for HIP. Why? Because I got time, and interest.

List of submods found (so far):

Iberian Project - andrefortes
Focusing on the Christian side of the Iberian Peninsula, this mod adds the Emperor of Hispania title (a la the kings of Castilla y Leon), the Order of Avis as a vassal of the Portuguese crown, and many localization, history, and name improvements.​
Status: v.1.2.5, compatible with patch 2.8.x
Norse Heritage Overhaul (NHO) - Erilaz
Possibly the most ambitious submod that isn't a full module of HIP, NHO runs the gamut from map edits, to melting pot events, to history, localization, and namelist improvements, and even has many submods of its own, including everyone's favorite Call to Arms. NHO primarily focuses on the Norse and their descendants, but also features attention to the Balts, Finno-Ugrics, Saxons, and even plans for a Scots people. So, basically, everyone north of Germany.​
Status: v.16-10-18, compatible with patch 2.8.x
Better Balkans & Carpathians - TheDovahkiin97
Probably the second most ambitious submod after NHO, this mod runs the breadth and span of modifications, from (proposed) map edits, to religion and culture changes, localizations, and fixing and editing of the history files. Everywhere from Hungary to Bulgaria is the attention of this mod.​
Status: v.4.2, compatible with patch 2.8.x
Cultural Enhancement Project - CommissarKarkov
An upcoming mod aiming to expand and improve on the localization of names and titles in the HRE, France, and the Slavic states. Mainly, its goal is to bring names from their modern form to their old form; it also features some Ruler Designer only cultures and religions.​
Status: unpublished at this time
HIP - More Cultural Names - Hori
A Steam-based mod focusing on Southern and Eastern Europe, this mod boasts a whopping 7900+ additions to localizations in the game's files. I really can't stress enough how big of a number that is.​
Status: v.18.366 compatible with patch 2.8.x
769 Start Attempt #8479¾ - duderino
Mainly focused on getting through an actual 769 start for SWMH, this mod is notable to this thread for its efforts to generate the unique cultures that existed so far back in history, such as a Proto-Slavic idea, similar in scope to TheDovahkiin97's Better Balkans & Carpathians.​
Status: unpublished at this time
HIP: Minor Improvement Project - Gwax23
Somewhat controversial in its choices, this mod focuses on expanding on lesser loved cultures, namely the Jews. It edits religion, culture, and history files, providing more centers of Judaeism, a unique new culture (Afariqah), and other minute changes to the small guys of the world.​
Status: v.0.6, compatible with patch 2.8.x
Remenkhemi - The Coptic Culture - LDonahue
This mod tackles a part of the world and history that usually gets overlooked very easily- the Copts of Egypt. Stressing their originality to the region, the mod adds a createable empire, nicknames, localization of titles and ranks, and an expanded namelist.​
Status: 1.1, compatible with patch 3.0.x
Turks, Mongols, and Mamluks - Qutb87
This mod expands upon cultural aspects of HIP by adding a new mechanic providing an extra layer of historicity- slave armies for Islamic rulers to utilize, along with slave courtiers. It also features extra events surrounding the Ilkhanate pre-1303, to better simulate its nomadic nature, and other events around the Muslim rulers from 1200 to 1350. Finally, it adds upon the history files of Islamic rulers, filling out a missing roster.​
Status: v.1.1? compatible with patch 2.8.x
Cultural Bonuses - Maal
A personal favorite of mine, and probably many others', Maal's Cultural Bonuses doesn't so much add names and localizations like most other cultural submods do, but instead gives some pretty helpful bonuses (and maluses) to all cultures ingame, increasing the uniqueness of each culture and providing a gameplay incentive beyond the foreigner malus to choose one culture over another.​
Status: v.1.7.4, compatible with patch 3.0.x as a standalone, and subfolders featuring SWMH compatibility.
More Proper Parsik (Pahlavi) and Historical Haykazn (Armenian) Names - Hongkie1697
A quick and simple packet of namelists that all the same helps to flesh out and differentiate the Middle Persians from the Modern Persians, and give us more historicity in the Armenian namelists. Just copy and paste, I guess.​
Status: v.1.0, always compatible
? Romani (aka Gypsy) culture addition - Graf Radetsky
I found this thread while searching for more submods, maybe ones that haven't posted in a while; while unpublished, it still has clearly stated goals, and a rudimentary namelist and history planned out. I figure with some TLC, it could become a working functionary of an overarching mod.​

Mini(holdings)Mod - .Me
I guess this isn't technically a culture submod, but it still fits the theme and focus of expanding on the cultural flavors of CK2 via HIP, so I'm including it anyway. The focus of the mod is changing up the building icons, to better fit the cultures that utilize them.​
Status: v.1.0?, compatible with patch 2.8.x
HIP - Unique Buildings - Morrolan via Onrab
An older mod, this one adds a list of historical buildings that can be constructed within their proper baronies, such as Prague Castle and the Hagia Sophia. Once again, not a culture submod per se, but still helpful at providing more flavor regardless.​
Status: v.1.0?, compatible with patch 2.8.x

At this point, I've used the search function to see what I can find, but it's by no means an exhaustive list. If anyone find or makes more, by all means feel free to share what you got.
As a note, I base compatibility off of when the thread was last edited; it's more than likely that most of these are still compatible with the current version of the game.

How could I compatch my mod without the main mod release?
We'll wing it. ¯\_(ツ)_/¯ Right now I want to focus on compiling, instead, so that everyone, whether players or modders, have access to a list to refer back to. Given the tone of my OP, take this as more an easy and simple one, not something that's all inclusive per se.

So you like to make a sub-HIP compilation? Because that would be the only solution for stuff like map changes...
Most culture submods only modify the culture, history, localization, and maybe graphical culture files. These are all rather easy to modify, and furthermore (generally) don't do big, game breaking edits like map editing. But yeah, a compilation is basically the plan, hence why I want to compile all the culture submods. Then the plan is to try to merge them into one for ease of access, or at least to make them compatible with each other.

Added (probably bad) descriptions, as well as compatibility statuses and format changes to the list. Once I'm done hunting down other submods, work can begin on making these compatible... which... there's really a lot of love given to the Slavs. Whoo boy. Should be straightforward, at least, since everyone'll probably have the same ideas.

To be honest, it wouldn't take much adaptation to either make this thread or a new one have that explicit purpose. However, it'd have the same flaw as any other thread, of eventually getting lost in the sea of new posts.
Also, I'd personally have the thread list all submods that are compatible to the last one or two versions of HIP, rather than just the currently compatible ones.

Yea thats a great idea. Ive been playing HIP for years and never heard of a few of these submods. It would be cool to have a placr were you can find the submods. Just like you used to be able to with the submods for AGOT

Ive been playing HIP for years and never heard of a few of these submods.
Before you freak out about missing these mods, most are from 2.8.x (Hydra era), and some are still in development, which is why you've probably not used them.
I'd go back and try to find pre-2.8.x mods, but the forums itself seems to trash any threads over a year old.

You've got a pretty good list I patched some to work together the other day. Only took me maybe an hour. Some of those on the list already work without the need for a patch or anything. But this should be pinned if nothing else for an easy reference.

It's gonna be a nightmare patching my mod with these because I have to edit so many province and title history files.

I'm thinking of first writing up a new thread with the explicit goal of tracking all submods, after how many people are mentioning not seeing some of these before, before asking for a pin. There's several mods that I skipped because they weren't culture related.

Also, heck yeah to culture files being easy to modify. Its when you get to mods like Better Balkans, NHO, and Turks, Mongols, and Mamluks that a merged file starts looking dicey. That, and looking at the overlaps and deciding who's more right.
