Call to Arms is just One Point shy

When you're calling your allies into a war ("Call to Arms") and they are just one point below the threshold which allows them to join (in my current case, The Hessians are an even 36/36), is there anything you can do to have them join? Time is an issue because of the modifier: "the war started over 60 days ago." So what would you suggest?

gurantee them? give them money? military access?

Rival their rival? Not sure if that instantly give you a point, but I know it grows to a max of 20 for "Enemy of my Enemy". Otherwise you're kind of screwed in trying to make up that one point before the 60 days mark

Does Diplo Rep factor in? I think it might, and if so, grab an advisor.
