Call-to-arms bugged? Steam TFH 4.02

Is it bugged?

Playing as UK (with PeterHoI3 improved lua), there is no option in the diplo screen for me to call any of my allies or puppets to 'CtA'.

Is it just my setup or is there a problem?

Eh, aren't they already at war or do they have a truce with the enemy? I mean, there is no limited war available for the Allies, so you always declare war on faction level. Everyone gets involved.
