Call on League Members (WAD?)

I am currently the Holy Roman Emperor and the Evangelical Union event fired a while back. While I am waiting for the protestants to make their move, the Hansa annex Bremen and Hamburg. When I go to declare war on them using imperial liberation CB, they are able to call on all league members to defend them.

My questions are:

1. Is this WAD? If so, would a different CB/or no CB avoid this religious coalition?

2. Why can they call up EU League members, but I cannot call up Catholic League members in response?

3. It will be a slug fest, and probably drain my manpower, but even with all the EU League members coming to their defense (Hi Catholic Spain ) I should be able to win. If I win, does this mean I settle the religious question in the empire? Or do I still need to wait for them to attack?

I noticed this too. As soon as the league is started, any war between the emperor and a warlead that is a member of the protestant league seems to let the defender call in all the members of that league. As France I made the mistake of going for Savoy and experiencing Spain+Austria+dozens of minors. It's a bit silly. I was a catholic, fighting a catholic, in a war of territorial acquisition. I expected the emperor to intervene, but not for him to call in 15 countries he has no alliance with.
