Why does the 'Call General Elections' decision require dissent to be less than 5%? I would have thought early general elections were more likely if 'dissent' in a country was above 5%? Will elections automatically trigger without clicking this decision? If so, what is the effect?

It requires dissent to be lower than 5% to avoid exploits like calling general elections after mobilization. Also, general elections happen every once in a while if you are a democratic country.
